Non-Adjustment Of Tax Thresholds For Inflation With BDO South Africa Tax Director Beatrie Gouws

The unveiling of South Africa’s 2024 budget has sparked widespread discussion about its implications for taxpayers across different income tiers. While Finance Minister Enoch Godongwana’s budget has been commended for its fiscal prudence, its tax provisions have raised concerns among citizens from various socioeconomic backgrounds.

 

Tax expert Beatrie Gouws from BDO shed light on the budget’s impact on taxpayers. Notably, the budget maintained income tax rates for the 2024/2025 fiscal year, but failed to adjust tax thresholds for inflation. This decision means that many earners may be pushed into higher tax brackets as their incomes rise, resulting in increased tax liabilities.

 

For top-tier taxpayers, who have historically borne the brunt of tax hikes, the budget poses additional challenges. The exodus of high-income earners, as evidenced by the decline in the number of millionaires in South Africa, raises concerns about the country’s economic health and tax revenue.

 

Middle-tier taxpayers face a delicate balance between growth aspirations and fiscal constraints, with the budget’s failure to provide relief from bracket creep exacerbating their tax burden. Similarly, lower-tier earners and social grant recipients are disproportionately affected by stagnant income adjustments, exacerbating poverty and socio-economic exclusion.

 

In light of these challenges, questions arise about the necessity of increased tax revenue and the potential economic ramifications. As households grapple with financial pressure, policymakers face the daunting task of balancing fiscal responsibility with the need for inclusive economic growth.
